This tool helps you build a LOT of quality backlinks. It searches for websites of the theme you specify that contain keyphrases like "Add link", "Add site", "Add URL", "Add URL", "Submit URL" etc, most of the results could be potential backlinks. Text links are important for ranking well in search engines.

While free is appealing because -well it is free...if you are wanting to create a site on a specific topic and make money using adsense - a free site won't be of much help. You need to be able to optimize the pages, create xml sitemaps, and create tons of content as well as get backlinks to get your site found on any search engine.
You can start with a free website or blog and practice writing and learning about what it takes to develop a site.
To make money with adsense you really need lots of pages and content because you only get a few cents a click unless you can create a site on high paying keywords. The Click through rates probably are somewhere between 3-10% is what my guess would be so that means you need lots of page impressions and lots of clicks to get anywhere.
It can be done though.
